Cool George's instructions manual:
Elevation and windage works as intended, but the controls are tight. Do not rely on the dust cover nobs for adjustment as they are difficult to turn by hand. Use a spanner head screwdriver from Canadian Tire for a cost effective solution to turn.

For elevation

turn left (CCW), dot goes down

turn right (CW), dot goes up

For windage

turn left (CCW), dot goes left

turn right (CW), dot goes right

If the nobs are tight-tight, that's max adjustment, and do not turn any further. If you can still turn, it means it can still adjust.
To see if it's adjusted correctly, put it on an AR15 rifle and flip up the front sights so you can check how much you're turning.
